I'm confused..how could 2 million blacks get into Washington D.C. in sub zero temperature in one day, when 200,000 couldn't get out of New Orleans at 85 degrees with four days notice ???

Well, first of all it's easier to move people when the streets aren't flooded and carrying all sorts of nasty/dangerous junk. Second of all they aren't shooting at those trying to move them.
